Seawall cap repair, and why the cap is a poor proxy for the wall

The cap is the only part of a seawall most owners ever really look at, and it is one of the least reliable indicators of what the wall is doing.

A seawall cap ties the panel tops together and distributes load along the wall. It is structural. But it sits at the top of a structure whose problems overwhelmingly originate at the bottom, which makes it a poor place to form a judgement about overall condition.

What cap findings actually mean

  • Cracking in the cap, panels in plane. Frequently a cap-level issue. Worth addressing, not necessarily indicative of the wall below.
  • Spalling with exposed reinforcement. Section loss in the cap itself. Structural at cap level.
  • Separation between cap and panels. The two elements are moving independently. This is the cap finding that most reliably points downward, and it also opens a direct soil escape path.
  • Differential movement between adjacent cap sections. Something below is settling or shifting unevenly.

The elevation trap

Cap work is where local elevation requirements most often ambush a project. If the wall sits below a required minimum and the cap is being reworked, the question of whether this is a repair or a substantial repair becomes live — and in parts of South Florida that distinction is a defined threshold rather than a judgement call.

Pompano Beach adds a wrinkle worth knowing about before designing cap work: its code sets a maximum barrier elevation as well as a minimum.

The rules that intersect with cap work

Fort Lauderdale raised its minimum seawall and tidal barrier height to 5 feet NAVD, up from 3.9 feet NAVD.

  • The minimum height of seawalls and tidal barriers was raised to 5 feet NAVD, up from 3.9 feet NAVD, to comply with Broward County standards.
  • Three conditions require a property owner to raise a seawall: building a new seawall; a seawall in significant disrepair, defined as damage to more than 50% of the structure; or the owner being cited for tidal flow breaching the seawall and impacting a neighbouring property or right of way.
  • The City mailed more than 8,000 postcards to waterfront property owners about the change.

Pompano Beach is unusual: its code sets both a floor and a ceiling on tidal flood barrier height.

  • Tidal flood barriers shall have a minimum elevation of five feet NAVD88 and shall not exceed an elevation of five feet ten inches NAVD88.
  • The requirement sits at § 151.05 of the Pompano Beach Code of Ordinances.

Read carefully: A maximum height matters in practice. A design that satisfies a neighbouring city can be non-compliant here.

Broward County defines when a repair is large enough to trigger the elevation standard.

  • A "substantial" repair or rehabilitation has occurred when more than 50% of a property's shoreline structure is modified.
  • It is also triggered when an attachment — a mooring, for example — valued at more than 50% of the cost of installing a tidal flood barrier on the property is installed.

Read carefully: The second trigger is the one owners miss. Adding a valuable attachment can pull an otherwise routine project into the elevation standard.

Miami Beach requires a higher seawall elevation than the Broward County standard — 5.7 feet NAVD.

  • All new seawalls must be constructed to an elevation of 5.7 feet NAVD, or 4 feet NAVD if designed to support a future elevation of 5.7 feet NAVD.
  • In January 2021 the City strengthened a 2016 policy into an ordinance requiring new seawalls at 5.7 feet NAVD and requiring failing seawalls to be rebuilt to that minimum.
  • The City updated the Seawall Ordinance on July 23, 2025, changing definitions and construction standards for new and existing seawalls and other tidal flood barriers.

Read carefully: Crossing a municipal line in South Florida can change the required elevation. Miami Beach at 5.7 feet NAVD and Broward at 5.0 feet NAVD88 are different numbers on different data.

What does a seawall cap do?
The cap ties the tops of the panels together, distributes load along the wall, and provides the finished surface at the top. Because it is the part you stand on and look at, it is also the part most owners judge the wall by.
Is cap damage a sign the whole seawall needs replacing?
Not by itself. Cap condition is a weak predictor of panel and tieback condition in both directions — a sound cap can sit on failing panels, and a visibly damaged cap can sit on a structurally adequate wall. What raises concern is cap separation, because that indicates the cap and panels are moving independently.
Can a seawall cap be replaced on its own?
Sometimes, when the panels and anchoring beneath it are sound. But if the cap is damaged because the wall below it has moved, replacing the cap resurfaces the symptom and leaves the cause. And where a jurisdiction requires a minimum elevation, cap work may be the point at which that requirement is triggered.
