Florida seawall cost: the published figures disagree by roughly 8x

Six published sources put Florida seawall replacement somewhere between $150 and $1,200 per linear foot. That is not a range. That is four different answers wearing the same label.

The conflict, stated plainly

The lowest published low is $150 per linear foot. The highest published high is $1,200 per linear foot. That is a spread of roughly 8x for what is nominally the same job. One publisher — themilnerteamfl.com — published $150–$300 in June 2026 and $400–$1,200 in May 2026. Same publisher, one month apart, no overlap at the low end.

We have not resolved that conflict, and we are not going to. Averaging these figures would produce a number that no source supports and that would be wrong for almost every actual property. What follows is every published figure we found, kept separate, with whatever scope its source attached to it.

What actually drives the number

The spread above is not evidence that pricing is arbitrary. It is evidence that the published figures describe different projects. These are the variables that decide which project yours is.

  1. 01Linear footage

    Almost every published figure is priced per linear foot, so total cost scales with the length of wall before anything else is considered. Mobilisation is spread across that length, which is why short runs price badly per foot.

    Effect on the range: Sets the base. A short run carries proportionally more fixed cost.

  2. 02Repair versus replacement

    These are different projects with different price structures. Published repair ranges start an order of magnitude below replacement, but a repair that turns into full panel and tieback replacement lands in replacement territory.

    Effect on the range: The single largest fork in the range.

  3. 03Tiebacks versus panel work

    A wall that is leaning because its anchoring system has failed needs a different intervention from a wall with spalled or cracked panels. Anchor work is intrusive, involves the upland side, and is priced separately in the sources that break it out.

    Effect on the range: Full panel plus tieback replacement is quoted at the top of repair ranges.

  4. 04Water depth at the wall

    Depth drives embedment, sheet length, and what equipment can work the face. Deeper water generally means longer sheets and more difficult installation.

    Effect on the range: Changes materials and method, not just labour hours.

  5. 05Access

    Whether a crew can reach the wall by land or must work from a barge changes the equipment package entirely. Narrow side yards, mature landscaping, pools close to the wall, and shared driveways all restrict access.

    Effect on the range: Barge-only access is a step change, not an increment.

  6. 06Which agencies are involved

    Permitting can involve the city or county building department, FDEP, the regional water management district, and the U.S. Army Corps of Engineers depending on scope and waterway. Each added reviewer adds time, drawings and fees.

    Effect on the range: Published permit ranges differ by roughly 3x between general Florida and South Florida.

  7. 07Canal versus open water

    A sheltered canal and an open bay or Gulf exposure impose different loads. Wave energy, fetch and boat wake all differ, and so does what the wall has to be designed to resist.

    Effect on the range: Drives structural design, which drives materials.

  8. 08Soil conditions

    What is behind and beneath the wall determines how much of the problem is the wall itself. Voids, washed-out fill and poor bearing change both the scope and the sequence of work.

    Effect on the range: Often the reason a quote changes after work starts.

  9. 09Local elevation requirements

    Some jurisdictions require a specific minimum height, and at least one caps the maximum. Meeting a raised elevation on an existing wall is not a like-for-like replacement, and can pull in cap, tieback and upland work.

    Effect on the range: Can convert a repair into a rebuild.

The parts that are actually established

Costs are contested. These are not — they were read from statute text and adopted code.

Florida statute exempts seawall restoration from certain state permitting, but the exemption is measured in inches.

  • Section 403.813(1)(e) exempts "the restoration of seawalls at their previous locations or upland of, or within 18 inches waterward of, their previous locations."
  • Section 403.813(1)(o) exempts the construction of private seawalls in wetlands or other surface waters when the construction is between and adjoins at both ends existing seawalls, follows a continuous and uniform seawall construction line with the existing seawalls, is not more than 150 feet in length, and does not violate existing water quality standards, impede navigation, or affect flood control.
  • Neither exemption supersedes permitting requirements under Chapter 161.

Read carefully: An exemption from one agency is not an exemption from all of them. A project can be exempt under 403.813 and still require city, county, water management district or Army Corps authorisation.

Broward County defines when a repair is large enough to trigger the elevation standard.

  • A "substantial" repair or rehabilitation has occurred when more than 50% of a property's shoreline structure is modified.
  • It is also triggered when an attachment — a mooring, for example — valued at more than 50% of the cost of installing a tidal flood barrier on the property is installed.

Read carefully: The second trigger is the one owners miss. Adding a valuable attachment can pull an otherwise routine project into the elevation standard.

Pompano Beach is unusual: its code sets both a floor and a ceiling on tidal flood barrier height.

  • Tidal flood barriers shall have a minimum elevation of five feet NAVD88 and shall not exceed an elevation of five feet ten inches NAVD88.
  • The requirement sits at § 151.05 of the Pompano Beach Code of Ordinances.

Read carefully: A maximum height matters in practice. A design that satisfies a neighbouring city can be non-compliant here.

How to use this page

Work out which project you have before you compare any two prices. A quote at $200 per linear foot and a quote at $800 per linear foot are not competing offers if one is replacing panels and the other is replacing panels, tiebacks and cap while raising the wall to a required elevation.

If a company gives you a per-foot number before anyone has looked at water depth, access and what the soil behind the wall is doing, that number is a marketing position rather than a price.

What does a seawall cost per linear foot in Florida?
There is no single answer, and the published figures disagree by roughly 8x — from $150–$300 per linear foot at the low end to $350–$1,200 at the high end. The spread is driven by whether the work is repair or replacement, water depth, access, soil condition and how many permitting agencies are involved. Any source quoting one confident number is guessing.
Why do published seawall cost ranges disagree so much?
Because they describe different projects without saying so. A per-foot figure for cosmetic repair and a per-foot figure for full panel and tieback replacement are both real and are not comparable. Some published figures are also regionally scoped without labelling the scope, and at least one publisher issued two contradictory ranges one month apart.
Is a permit needed to repair a Florida seawall?
Usually more than one, and from more than one agency. Florida Statutes § 403.813(1)(e) exempts restoration of a seawall at its previous location, upland of it, or within 18 inches waterward of it — but that exemption does not supersede Chapter 161 requirements and does not remove city, county, water management district or U.S. Army Corps review.
Does raising a seawall to meet an elevation requirement cost more than replacing it?
It can, because it is a different scope. Meeting a raised minimum elevation on an existing wall is not a like-for-like replacement and can pull in cap work, tieback work and upland work that a straight rebuild would not require.
