The dollar figures above go stale. This list does not. Every item is something a competent contractor has already priced and can explain, which makes it a usable test of whether the quote in front of you was designed or estimated.
01Linear footage
Almost every published figure is priced per linear foot, so total cost scales with the length of wall before anything else is considered. Mobilisation is spread across that length, which is why short runs price badly per foot.
Effect — Sets the base. A short run carries proportionally more fixed cost.
02Repair versus replacement
These are different projects with different price structures. Published repair ranges start an order of magnitude below replacement, but a repair that turns into full panel and tieback replacement lands in replacement territory.
Effect — The single largest fork in the range.
03Tiebacks versus panel work
A wall that is leaning because its anchoring system has failed needs a different intervention from a wall with spalled or cracked panels. Anchor work is intrusive, involves the upland side, and is priced separately in the sources that break it out.
Effect — Full panel plus tieback replacement is quoted at the top of repair ranges.
04Retained height
The height of soil the wall holds back sets the bending load on every panel and the force in every anchor. It is not the same variable as water depth, and it is the reason two walls of identical length can require entirely different sections.
Effect — Drives section, anchor spacing and often the material choice itself.
05Demolition and disposal of the existing wall
Removing a failed wall is a separate operation from installing a new one, and disposal of marine debris is regulated and charged by weight. Some replacements avoid it by installing in front of the old wall, which changes the cost and can change the permitting classification.
Effect — Frequently excluded from a per-linear-foot rate and frequently present on the job.
06Docks, boat lifts and structures in the way
A dock, a lift, a seawall-mounted davit or a pool deck hard against the wall may have to be removed and reinstated, or worked around at reduced productivity. Reinstatement is its own trade and sometimes its own permit.
Effect — Can add a second project to a seawall project.
07Mobilisation
Bringing equipment, a barge, a pile driver or a crane to a site is a fixed cost that does not scale with length. It is spread across the run, which is why short walls price badly per foot and why a neighbour comparing rates on a longer wall is not comparing like with like.
Effect — Dominates the per-foot rate on short runs.
08Soil already lost behind the wall
Voids and washed-out backfill are volume that has to be replaced, and the volume is not visible from the surface. This is the item most often discovered after work starts, and the most common reason a final invoice exceeds the quote.
Effect — An unknown quantity until somebody probes for it.
09Water depth at the wall
Depth drives embedment, sheet length, and what equipment can work the face. Deeper water generally means longer sheets and more difficult installation.
Effect — Changes materials and method, not just labour hours.
10Access
Whether a crew can reach the wall by land or must work from a barge changes the equipment package entirely. Narrow side yards, mature landscaping, pools close to the wall, and shared driveways all restrict access.
Effect — Barge-only access is a step change, not an increment.
11Which agencies are involved
Permitting can involve the city or county building department, FDEP, the regional water management district, and the U.S. Army Corps of Engineers depending on scope and waterway. Each added reviewer adds time, drawings and fees.
Effect — Published permit ranges differ by roughly 3x between general Florida and South Florida.
12Canal versus open water
A sheltered canal and an open bay or Gulf exposure impose different loads. Wave energy, fetch and boat wake all differ, and so does what the wall has to be designed to resist.
Effect — Drives structural design, which drives materials.
13Soil conditions
What is behind and beneath the wall determines how much of the problem is the wall itself. Voids, washed-out fill and poor bearing change both the scope and the sequence of work.
Effect — Often the reason a quote changes after work starts.
14Local elevation requirements
Some jurisdictions require a specific minimum height, and at least one caps the maximum. Meeting a raised elevation on an existing wall is not a like-for-like replacement, and can pull in cap, tieback and upland work.
Effect — Can convert a repair into a rebuild.
