Repair or replace: how the decision is actually made

Almost any seawall can be repaired. The question is whether repairing it addresses the thing that is destroying it — and for a handful of symptoms, the answer is no.

Owners usually arrive at this decision having been given two numbers and no framework for choosing between them. The framework is not severity. It is mechanism: what is actually happening to the wall, and whether the proposed work interrupts it.

A wall with a separated joint is losing soil through a gap. Closing the gap stops the loss, and the wall is otherwise doing its job — that is a repair, and it is worth doing early. A wall that is leaning has lost the system that held it upright. Work on its face does not give that back. The two situations can look similarly alarming from a dock and are not remotely the same project.

Six questions that settle it

None of these is a diagnosis. They are the observations that most often decide the fork once somebody has actually examined the wall, including the part of it below the waterline — which is the part a real inspection exists to look at.

1. Is the wall still in plane?

Points to repair: Yes — face is straight, panels aligned

Points to replacement: No — bowing, leaning, panels stepped out of line

A wall out of plane has lost its restraint. Nothing done to the face restores a tieback that has failed, so this single observation moves more projects into replacement than any other.

2. Where is the material going?

Points to repair: Through a joint or crack you can point at

Points to replacement: Under the wall, or out at the toe

Soil escaping through a closable path is a repair. Soil escaping beneath the structure means the wall is losing what it bears against, which is a foundation problem wearing a wall costume.

3. What state is the reinforcement in?

Points to repair: Not exposed, or exposed in one small area

Points to replacement: Exposed and corroded across multiple panels

Section loss is permanent. Surface patching restores appearance and sheds water; it does not restore steel that has already corroded away behind the face.

4. How much of the wall is involved?

Points to repair: A discrete run you could mark with two stakes

Points to replacement: Recurring symptoms along most of the length

Repeated identical failures along a wall usually indicate the original design or the age of the whole structure, not several unrelated local events.

5. Does the work cross a local threshold?

Points to repair: Below the substantial-repair trigger

Points to replacement: At or above it

In parts of Florida this is a published number rather than an opinion. Crossing it can pull in a required elevation, and at that point the decision has been made for you by the code.

6. How old is the wall, and what is it made of?

Points to repair: Well inside typical service life

Points to replacement: At or past it, with symptoms appearing

Age alone does not condemn a wall. Age plus active symptoms changes the arithmetic of spending on a repair that buys a few years on a structure already near the end of its reported life.

Reading your own wall before anyone quotes it

Most of the six can be answered from your own yard in ten minutes, and doing that before a site visit changes the conversation. Sight down the face from one end to check whether the wall is still in plane. Walk the land side looking for depressions, soft ground or a slab edge that has dropped — soil loss shows up on land before it shows up on the wall. Look at the joints between panels, and at whether the weep holes are actually draining.

What you cannot check is the toe and the anchoring, and those are the two things the decision usually turns on. If the symptoms you can see are cosmetic, that is genuinely useful information. If they are not, the next step is somebody in the water, not another opinion from the seawall cap.

What the fork costs

GENERAL RANGE

The lowest published repair figure we found is $25 per linear foot; the lowest published replacement figure is $150 per linear foot. Those are floors drawn from different publishers, not a quote, and the full published spread for replacement is roughly eightfold end to end. The spread is the point: the cost page sets out why the figures disagree and which drivers move a project within the range.

The financially expensive mistake is rarely choosing the wrong one once. It is repairing repeatedly against a mechanism that repair cannot reach, then replacing anyway — having paid for both.

When the code decides instead of you

In parts of Florida the decision is removed from the owner entirely. Where a jurisdiction sets a minimum elevation for tidal flood barriers, work at or above a substantial-repair threshold can trigger that elevation — and raising a wall is not like-for-like replacement. Broward County adopted a countywide minimum with a transition provision running to 2050, and individual cities layer their own requirements on top, so two waterfront properties twenty minutes apart can face different answers.

Broward County defines when a repair is large enough to trigger the elevation standard.

  • A "substantial" repair or rehabilitation has occurred when more than 50% of a property's shoreline structure is modified.
  • It is also triggered when an attachment — a mooring, for example — valued at more than 50% of the cost of installing a tidal flood barrier on the property is installed.

Read carefully: The second trigger is the one owners miss. Adding a valuable attachment can pull an otherwise routine project into the elevation standard.

Florida statute exempts seawall restoration from certain state permitting, but the exemption is measured in inches.

  • Section 403.813(1)(e) exempts "the restoration of seawalls at their previous locations or upland of, or within 18 inches waterward of, their previous locations."
  • Section 403.813(1)(o) exempts the construction of private seawalls in wetlands or other surface waters when the construction is between and adjoins at both ends existing seawalls, follows a continuous and uniform seawall construction line with the existing seawalls, is not more than 150 feet in length, and does not violate existing water quality standards, impede navigation, or affect flood control.
  • Neither exemption supersedes permitting requirements under Chapter 161.

Read carefully: An exemption from one agency is not an exemption from all of them. A project can be exempt under 403.813 and still require city, county, water management district or Army Corps authorisation.

GENERAL RANGEGEN-LIFE

Typical Florida seawall service life is roughly 30 to 50 years.

Read carefully: A range this wide is a planning heuristic, not a prediction. Age alone does not establish condition, and a 20-year-old wall in bad soil with failed tiebacks can be in worse shape than a 45-year-old wall that has been maintained.

Cape Coral separates freshwater canal shorelines from tidal ones, and the freshwater rules are specific and measurable.

  • Engineering Design Standard Sheet H-3, "Seawalls — Freshwater Canal Alternate", sets minimum standards for alternatives to vertical bulkheads in freshwater systems only.
  • Maximum allowable slope to the waterline is 4 horizontal to 1 vertical (4:1); the standard notes 3:1 maximum at the property line.
  • Maximum water depth at the property line is 6 inches.
  • In freshwater canal systems concrete ramps may be constructed at a maximum width of 20 feet, extending no more than 15 feet into the water from the property line.
  • All plans must be sealed by a professional engineer registered in Florida.
  • Culvert pipe cannot extend more than 4 inches from the face of a seawall into the canal right of way.
  • The distance shown between the beginning of the slope and the property line is to be read as 15 feet minimum.

Read carefully: These are the freshwater alternative standards. They do not describe requirements for tidal shorelines in the same city.

Questions we can answer from sources

Can a leaning seawall be pushed back into place?
Generally not as a repair. Leaning means the anchoring system is no longer restraining the wall, and returning the face to vertical does not restore that restraint. Where a leaning wall is addressed short of replacement it is usually by installing a new anchoring system, which is closer to a rebuild than to a patch.
Is repair always cheaper than replacement?
Per linear foot, published repair figures sit below published replacement figures. Whether repair is cheaper over the life of the wall depends on whether it addresses the mechanism. A repair that closes a joint on a sound wall is cheap. A sequence of repairs on a wall that is failing structurally is the most expensive route to a replacement.
How many repairs are too many?
There is no published number, and anyone who gives you one is guessing. The useful question is not how many repairs you have had but whether each one addressed a different, identifiable cause. Three repairs to three separate joints is maintenance. Three repairs to the same section is the wall telling you something.
Does a required elevation force a full replacement?
Not automatically, but raising an existing wall is not like-for-like work. It can pull in cap, tieback and upland changes, and once a project reaches that scope the incremental cost of replacing rather than raising is often smaller than owners expect. Which elevation applies depends on the municipality.
Who decides — the contractor or an engineer?
In parts of Florida the design of a seawall is required to be performed by a registered engineering professional, and the reviewing authority inspects the completed work. Where that applies, a contractor quoting a scope is not the same as an engineer specifying one. Ask which of the two you are being given.
