A collapsed section: what happens next, and in what order

Collapse removes the decision. What is left is a sequence — make it safe, stop the loss, establish who reviews the rebuild, and only then talk about scope.

What is being observed

A section of wall has failed outright — panels displaced, cap down, or the shoreline visibly breached.

01How serious this is, and why

A breached wall is losing property continuously and is a physical hazard. It also usually means the adjacent sections were carrying the same conditions that failed this one, so the failure is rarely confined to what has already come down.

02What causes it

Progressive failure of an already-compromised wall

Almost every collapse is the end of a sequence that was readable earlier — anchors gone, backfill emptied, panels cracked. The event is the conclusion, not the cause.

Storm surge and wave loading

A single event can exceed what a deteriorated wall could carry, which is why collapses cluster after named storms rather than being evenly distributed in time.

Toe failure

Where embedment was lost, the base kicks out and the wall goes over rather than cracking in place.

Impact

Vessel or debris impact can take out a section directly, particularly at a joint.

03Can it be repaired?

The collapsed section is being replaced by definition. The real question is how far either side of it the replacement runs, and that is answered by the condition of the adjacent panels and anchors — which were subject to the same conditions and are frequently in a similar state.

Repairs that address this mechanism

  • Immediate safety measures and keeping load away from the breach
  • Temporary containment to slow further loss of material
  • Establishing which agencies review the work before committing to a scope, since shoreline work can involve a city or county building department, a state agency and the federal permitting route
  • Assessment of the adjacent runs to determine the real extent

When replacement becomes the likely answer

  • Always, for the failed section — the question is only the length
  • For adjacent sections where anchors, panels or embedment are in the same condition
  • For the whole run where the failure mechanism was general rather than local

04What an inspector has to check

This is the list to hold an inspection against. If a report on this symptom does not address these points, it has not established what it needed to establish, and any number attached to it is a number for an unknown quantity.

  • Whether the ground behind the adjacent sections is still supported
  • Anchor condition either side of the failure, which is the best available predictor of what fails next
  • Toe elevation and embedment along the surviving run
  • Whether an elevation standard applies to the rebuild in this jurisdiction, since that changes the design rather than just the schedule
  • Whether any emergency authorisation applies and what it does and does not cover

The inspection page sets out the six zones a full assessment covers and the published fee ranges, which conflict by roughly an order of magnitude — a gap that almost certainly reflects scope rather than region.

05What it is likely to cost

Priced in the published replacement band

This is the replacement band by definition, and it is exactly the band where published Florida figures disagree by roughly 8x. Anyone quoting a collapse rebuild without establishing the length of adjacent wall that also has to go is quoting a length they have not measured.

Broward County sets a countywide minimum tidal flood barrier elevation of 5.0 feet NAVD88, with a transition provision that runs to 2050.

  • Tidal flood barriers shall have a minimum elevation of five (5) feet NAVD88.
  • Applications for new or substantially repaired or substantially rehabilitated tidal flood barriers submitted prior to January 1, 2035 may be permitted a minimum elevation of four (4) feet NAVD88, if designed and constructed to accommodate a minimum elevation of five (5) feet NAVD88 by January 1, 2050.
  • Adopted by the Broward County Board of County Commissioners on March 31, 2020, as Article XXV of Chapter 39 of the Broward County Code of Ordinances.
  • The standard is written to address flood patterns and sea level rise projections through 2070.
  • The standard does not apply to oceanfront beaches or shorelines seaward of the Coastal Construction Control Line.

Read carefully: The 4-foot figure is a conditional transition allowance, not an alternative standard. It is only available where the barrier is designed and built to be raised to 5 feet by 2050.

A Florida Environmental Resource Permit is not always reviewed by the state. It is processed either by a Department district office or by one of the five water management districts, and which one is set by agreement rather than by the applicant.

  • The department states that Environmental Resource Permit applications and state-owned submerged lands authorizations are processed by either one of the department's six district offices or one of Florida's five water management districts: St. Johns River, Suwannee River, Northwest Florida, South Florida and Southwest Florida.
  • The department states that operating agreements between the department and the water management districts specify which agency will process each type of application.
  • The department lists the categories it generally reviews itself — solid, hazardous, domestic and industrial waste facilities; mining other than certain borrow pits; power plants, transmission and communication lines, and natural gas and petroleum lines and facilities — and states that the water management districts review and take action on all other ERP applications.
  • The department states that its staff and the water management districts' staff will help an applicant determine the appropriate agency for an application.

Read carefully: A residential shoreline project is not one of the categories the department lists for itself, which points to the water management district — but the operating agreements govern, and the department offers to help determine the agency. Establish the reviewing agency for your address before assuming one. This says nothing about whether your particular work needs an ERP at all.

The federal reviewer publishes its own Florida regulatory route, so a question about federal involvement can go to the Corps rather than to a contractor.

  • The U.S. Army Corps of Engineers publishes a Florida regulatory landing page for the South Atlantic Division, which is where the Jacksonville District regulatory address resolves to.

Read carefully: This is a route to the federal regulator and nothing more. The page carries no statement about seawalls, so it establishes no federal requirement, no exemption and no general permit. Whether federal review applies to your work is a question for the Corps.

Seawall symptoms travel together, because most of them are stages of the same process. These are the entries most often relevant when this one is present.

Three questions. Each one is answerable in a sentence by somebody who did the work, and unanswerable by somebody who did not — which means you do not have to evaluate the answer, only notice whether there is one.

  3. 03Which agencies have to review this rebuild, and has that been confirmed rather than assumed?

This is not a test anyone is meant to fail. Several of these require equipment that is not on every truck, and a contractor who has not done them has not necessarily done anything wrong. The point is to know which assessment you were given before you approve a number based on it — and if the answer to any of them is an estimate rather than a measurement, that is worth knowing before the work starts rather than after.
