A seawall that is leaning or tilting toward the water
The top of the wall is further out over the water than the base, or further out than it used to be.
Fourteen things a seawall does when something is wrong, and what each one indicates. Start from what you can see rather than from what it might be called.
Nobody looks at their shoreline and thinks “I require seawall remediation.” They see a crack running the length of the cap, or a strip of lawn that has dropped two inches, or a panel that is no longer in line with its neighbours. Each of those is a different structural story with a different answer to the two questions that matter: how serious is this, and can it be repaired.
Every entry below is laid out the same way — the symptom, what physically causes it, how urgent it is and why, whether the mechanism is usually repairable, the repairs that address it, the conditions under which replacement becomes the likely answer, and what an inspector has to check before anybody can price it. That last section is the useful one. It is how you judge the inspection you were given.

Almost every misread seawall is misread the same way: the owner is reasoning about a surface when the mechanism is a cross-section. Three of the five parts that decide a seawall’s fate are buried, submerged, or both.
Most seawall problems get more expensive slowly. These 10 get worse because the mechanism producing them is still running, which means the cost of the eventual repair is being set while nothing appears to be happening.
Shape changes. These are the symptoms that indicate the wall is no longer being held where it was built, and they are the ones where waiting has a structural cost.
The top of the wall is further out over the water than the base, or further out than it used to be.
Individual panels are pushed out of the line of the wall, creating a visible bulge between points that have stayed put.
The buried anchoring system that holds the top of the wall back is no longer doing so — usually inferred rather than seen.
The sediment in front of the wall has been removed, exposing more of the panel than before or leaving a trench at the base.
Land-side symptoms. Soil loss shows up in the yard before it shows up on the wall, and it is the mechanism that turns a repairable wall into a replacement.
The yard behind the wall is dropping, sinking, or losing material — often in a strip parallel to the wall.
An open cavity in the backfill behind the wall, often found by probing, by a collapsing patch of ground, or by a rod dropping unexpectedly.
A section of ground near the wall has dropped or opened, sometimes overnight, sometimes after heavy rain or a storm.
Hardscape close to the wall has dropped, cracked or tilted, often in a band running parallel to the wall.
Material condition. Cracking, corrosion and joint failure — where the distinction between a surface problem and a structural one actually lies.
A crack that runs side to side across the face of a panel, often near mid-height, sometimes on both sides of the wall.
Brown or orange staining running down the face of the wall, concrete flaking away, and in places exposed steel.
A gap has opened between the cap and the panels below it, or the cap has cracked through, or adjacent cap sections are no longer flush.
Visible gaps between adjacent panels, sometimes with daylight or water movement through them, sometimes with soil visible.
The cheapest thing to fix and the most expensive thing to have not fixed.
The drainage holes through the wall are not running when they should be, are absent entirely, or are discharging sediment rather than clear water.
A section of wall has failed outright — panels displaced, cap down, or the shoreline visibly breached.
Work from the ground, not the wall. Walk the strip of yard nearest the water and look for depressions, soft spots and hardscape that has dropped along the edge closest to the water. Then sight along the top of the cap from one end and look for bulges and for cap sections that are no longer flush. Then wait for low tide and look at the joints for flow.
Those three observations separate most walls into the right group. If the ground is moving, start with soil loss behind the wall. If the wall has changed shape, start with the leaning-wall entry. If neither is true and you are looking at cracking, start with which cracks matter.
What none of this can tell you is the condition of the toe, because it is underwater and not observable from any point on your property. That is the case for a real seawall inspection rather than an opinion, and it is the single most common thing missing from a cheap one.
