Soil washing out behind a seawall: the failure that appears on the land side first

By the time a strip of yard has dropped, material has been leaving for a while. The ground surface is the last thing to move, not the first.

What is being observed

The yard behind the wall is dropping, sinking, or losing material — often in a strip parallel to the wall.

01How serious this is, and why

Soil leaving the backfill does two things at once. It removes the material that was resisting the tiebacks, and it leaves a void that will eventually collapse. Both get worse with every tide and every rainfall, and neither is visible from the water side of the wall.

02What causes it

Open or failed joints between panels

Tidal flow through an open joint carries fines out with it on every cycle. The gap does not have to be large; it has to be continuous.

Weep holes without filter fabric, or with failed fabric

Weep holes are supposed to release water and retain soil. Without functioning filter fabric behind them they release both.

Piping under the toe of the wall

Where embedment is shallow or has been lost to scour, water finds a path under the wall and takes the finer fraction of the backfill with it.

Penetrations through the wall

Culverts, drain pipes, conduit and utility penetrations create an annulus around the pipe that is a direct route out for backfill unless it is sealed and stays sealed.

Surface water directed at the wall

Downspouts, pool overflow and hardscape drainage discharging near the wall saturate the backfill and drive flow toward the escape route rather than away from it.

03What it is often mistaken for

Ordinary settlement of new fill

The tell — Settlement of placed fill is broadly uniform and stops. Soil loss through a wall is strongly concentrated near the wall, is often worse near one joint or one penetration, and keeps returning after it is filled.

04Can it be repaired?

Soil loss is a leak. Leaks have locations, and once the escape route is found and closed the loss stops. What is not automatically repairable is the consequence — a wall that has lost the backfill resisting its anchors has lost restraint, and voids that have already formed still have to be filled from below rather than topped up from above.

Repairs that address this mechanism

  • Locate the escape route first — joints, weep holes, penetrations, or under the toe — before any filling
  • Seal joints and install or replace filter fabric so water can leave and soil cannot
  • Pressure-inject grout or polyurethane resin to fill voids from within rather than only capping them
  • Re-establish embedment at the toe where piping is running under the wall
  • Redirect surface water and roof drainage away from the backfill

When replacement becomes the likely answer

  • The escape route is the joints themselves, along most of the run, because the panels have separated generally rather than locally
  • Voids are extensive enough that the soil the tiebacks rely on is no longer there
  • The wall has begun to lean, which means the loss has already cost the wall its restraint
  • Repeated filling has been done before and the ground has dropped again

05What an inspector has to check

This is the list to hold an inspection against. If a report on this symptom does not address these points, it has not established what it needed to establish, and any number attached to it is a number for an unknown quantity.

  • Every joint along the run, at low tide, for flow and for open gaps
  • Whether weep holes run clear water or carry sediment
  • Every pipe and conduit penetration through the wall, and the seal around it
  • The toe and mudline for evidence of piping under the wall
  • The extent of voids by probing or by ground-penetrating survey rather than by the size of the surface depression
  • Where the water that reaches this backfill is coming from — roof, deck, pool, neighbour

06What it is likely to cost

Usually priced in the published repair band

Filling voids and closing joints sits in the published repair band when the wall itself is still sound. The reason this symptom is worth acting on early is that it is one of the few that migrates from the repair band to the replacement band on its own.

Across everything this site has collected, published Florida figures run from $25 per linear foot at the light end of repair to $1,200 per linear foot at the heavy end of replacement. That is not a pricing scale, it is a measure of how little the published material knows about any particular wall. 07Sourced evidence bearing on this

Cape Coral separates freshwater canal shorelines from tidal ones, and the freshwater rules are specific and measurable.

  • Engineering Design Standard Sheet H-3, "Seawalls — Freshwater Canal Alternate", sets minimum standards for alternatives to vertical bulkheads in freshwater systems only.
  • Maximum allowable slope to the waterline is 4 horizontal to 1 vertical (4:1); the standard notes 3:1 maximum at the property line.
  • Maximum water depth at the property line is 6 inches.
  • In freshwater canal systems concrete ramps may be constructed at a maximum width of 20 feet, extending no more than 15 feet into the water from the property line.
  • All plans must be sealed by a professional engineer registered in Florida.
  • Culvert pipe cannot extend more than 4 inches from the face of a seawall into the canal right of way.
  • The distance shown between the beginning of the slope and the property line is to be read as 15 feet minimum.

Read carefully: These are the freshwater alternative standards. They do not describe requirements for tidal shorelines in the same city.

In Broward County, letting tidal water cross onto a neighbouring property or the public right of way is a citable offence, not merely a maintenance problem.

  • Causing, suffering, or allowing the trespass of tidal waters onto adjacent property or public right-of-way is declared a public nuisance and a citable offence requiring abatement.
  • Barriers below the 5 feet NAVD88 minimum are still required to be improved, designed and constructed so as to prevent tidal waters from impacting adjacent property or public right of way.

08What usually appears alongside it

Seawall symptoms travel together, because most of them are stages of the same process. These are the entries most often relevant when this one is present.

Before you approve a repair for this

Three questions. Each one is answerable in a sentence by somebody who did the work, and unanswerable by somebody who did not — which means you do not have to evaluate the answer, only notice whether there is one.

  1. 01Where exactly is the soil leaving — which joint, which weep hole, which penetration? A fill quote without an identified escape route is a quote to refill it again.
  2. 02Was the extent of the void established by probing or survey, or estimated from the size of the dip in the lawn?
  3. 03Will the escape route be closed in the same visit as the filling?

This is not a test anyone is meant to fail. Several of these require equipment that is not on every truck, and a contractor who has not done them has not necessarily done anything wrong. The point is to know which assessment you were given before you approve a number based on it — and if the answer to any of them is an estimate rather than a measurement, that is worth knowing before the work starts rather than after.
